GDC publishes revised scope of practice guidance for dental professionals

LONDON: The General Dental Council (GDC) has published its revised scope of practice guidance, providing much-needed clarity on the roles and responsibilities of dental professionals. The updated guidance, released on 16 September, will come into effect on 1 November 2025, following what the GDC describes as a comprehensive review and consultation process with dental professionals, educators, indemnifiers, and other key stakeholders.

According to the GDC, the revised scope of practice does not change what each dental professional is legally permitted to do but instead offers a clearer framework for understanding the boundaries of each clinical role. This transition is significant, as the 2025 guidance moves away from listing individual tasks toward describing overall responsibilities and expectations in a more holistic and patient-focused way.

For example, instead of listing specific tasks such as “carry out oral cancer screening” or “recognise anomalies,” the new guidance explains that dental hygienists are responsible for “providing oral health education, promotion, and screening, with a focus on prevention, underpinned by a holistic approach to oral and general healthcare.” This shift aims to empower dental teams to exercise professional judgment while maintaining patient safety and public trust.

Another key update is the direct integration of the safe practitioner framework into every scope of practice description. This framework sets out the expectations for professional behaviour, competence, and patient-centred care, reinforcing the GDC’s commitment to high standards in dentistry.

Ross Scales, head of upstream regulation at the GDC, said:

“Our aim has been to provide the clarity and support that dental professionals have called for, allowing them to work to their full scope and use their professional judgement to put patients first. We are grateful to all those who contributed to this review, and we look forward to supporting the professions in understanding and applying the revised guidance.”

To support dental teams in adopting the updated guidance, the GDC has announced free online explanatory sessions. These sessions will run between 13 and 23 October and will help dental professionals and stakeholders better understand the changes and ask questions in real time.

The GDC is the UK-wide statutory regulator of more than 120,000 members of the dental team. Its primary responsibility is to protect patient safety and maintain public confidence in dental professionals. By updating the scope of practice guidance, the GDC continues to strengthen public trust and support professional development across dentistry.
