Illegal dental practice poses growing global health risk, says FDI survey

Illegal dental practice is a pressing global health concern that threatens patient safety and undermines trust in the dental profession. According to a recent survey by the FDI World Dental Federation (FDI), unlicensed dentistry continues to expand worldwide, with weak enforcement and cultural tolerance allowing the problem to persist.

A widespread threat to patient safety

Illegal dental practice, defined as providing dental care without registration or licensing by a recognized authority, is endangering communities across the world. From unqualified individuals performing tooth extractions in homes to beauticians fitting braces in salons, these practices expose patients to serious risks of infection, permanent damage, and even life-threatening complications.

What the FDI survey reveals

The FDI survey, based on responses from 49 national dental associations (NDAs), highlights glaring gaps in regulation and enforcement:

  • 95% confirmed regulations against illegal dental practice exist.
  • Only 49% believe those regulations are effective.
  • Nearly half cited weak enforcement, lack of resources, or cultural tolerance as major barriers.
  • Alarmingly, 58% of NDAs reported cases of patient harm caused by unlicensed providers, underscoring the urgent need for reform.

Why illegal dental practice persists

The report found that unlicensed dentistry thrives where access to affordable, qualified care is limited. Contributing factors include:

  • Economic hardship and high dental costs.
  • Cultural acceptance of informal treatment.
  • The lure of low-cost, quick procedures.

These conditions have created environments where illegal practice not only survives but flourishes, often at the expense of vulnerable patients.

Solutions and recommendations

FDI’s policy statement, Action Against Illegal Dental Practice, calls for:

  • Stronger laws and stricter penalties against offenders.
  • Public awareness campaigns to help patients verify dentist credentials.
  • Robust data collection to measure the prevalence of unlicensed care.
  • International collaboration to share best practices and create adaptable regulatory frameworks.

A global call to action

Illegal dental practice undermines the integrity of dentistry and jeopardizes lives. Experts stress that governments, regulators, and dental professionals must work together to protect patients, strengthen laws, and ensure access to safe, quality dental care worldwide.
