Dr Khurshid Ahmad fulfills promise of reform with PDA elections, amended constitution, and transparent democratic transition
ISLAMABAD: The Pakistan Dental Association (PDA) has announced long-awaited elections and a new amended constitution, marking a historic democratic revival under the leadership of Dr Khurshid Ahmad. Fulfilling his long-standing promise of reform, Dr Khurshid has also committed to full audit transparency and declared that he will not contest any position in the upcoming polls.
The announcement comes after more than six years of organizational dormancy during which the previous PDA setup was declared defunct by the government due to prolonged non-compliance. The newly registered PDA, under Dr Khurshid’s stewardship, has since rebuilt itself as a transparent, democratic, and professionally credible body representing dental professionals nationwide.
“We are proud to have restored the credibility and functionality of the Pakistan Dental Association through transparent and inclusive efforts. Now it is time for members to choose their new leadership through free and fair elections,” said Dr Khurshid Ahmad, President of the PDA Central Council.
Dr Khurshid emphasized that his role was to rebuild and reform the association, stating that he would not seek any office in the upcoming elections.
“My objective was to rebuild and revive the PDA. Having done so, I will not be contesting for any office,” Dr Khurshid Ahmad further said.
Constitutional review and reform
The PDA has finalized a comprehensive revised constitution, which was circulated to all provincial and city branches through their respective presidents for review. Feedback has been received, and the final amended constitution will soon be formally presented after incorporating all suggestions.
This move demonstrates PDA’s renewed commitment to inclusivity, transparency, and rule-based governance—ensuring that every member has a voice in the association’s decision-making process.
Audit transparency and financial accountability
in line with its commitment to transparency, the Central Council announced that the complete audit report of the interim PDA will be made public before the International Dental Conference 2025, reaffirming accountability in financial and administrative matters.
The statement also issued a strong call for the former defunct PDA to immediately release its audit report, including a full disclosure of all financial records and proceeds from the association’s property in Lahore.
“Financial integrity is the foundation of institutional trust,” the PDA leadership stated, demanding that all funds and assets belonging to the association be transparently disclosed to its members.
Matters concerning the profession
Addressing broader professional concerns, the PDA condemned ongoing misinformation and false representation being spread by certain quarters about the organization’s legitimacy. The statement categorically rejected these attempts, labeling them as unethical, baseless, and damaging to the dignity of the dental profession.
It reaffirmed that the current PDA is the only legally registered and government-recognized representative body of dental professionals in Pakistan, functioning in full compliance with national regulations and laws.

Under Dr Khurshid’s leadership, the interim PDA achieved several milestones that transformed the association’s structure and credibility:
Organizational expansion:
Seven provincial chapters and multiple city branches were established nationwide for the first time in PDA history, ensuring grassroots representation.

Dozens of webinars, workshops, and professional events were held across Pakistan, reviving academic activity and member engagement.
Policy advocacy:
The PDA maintained strong coordination with the Pakistan Medical and Dental Council (PMDC) and the ministry of national health services to safeguard professional interests.
Global collaboration:
Preparations are in progress for the International Dental Conference 2025, scheduled for December 2025, where national and international experts will exchange insights on dental science, technology, and public health.
Administrative strengthening:
The PDA headquarters, now located at Benazir Plaza, Bhara Kahu, Islamabad, has become a centralized hub for communication and coordination across all branches.
A democratic transition and vision fulfilled
The announcement of elections, constitution reforms, and audit transparency fulfills all major reform commitments made by Dr Khurshid Ahmad. His decision to step aside despite widespread appreciation for his leadership reflects integrity, accountability, and a genuine commitment to democracy within professional institutions.
