PMDC sounds alarm over foreign medical admission scams

Regulator reiterates long-standing eligibility rules to protect Pakistani families from fake foreign medical and dental education consultants

ISLAMABAD: As Pakistani students and parents continue to fall victim to fraudulent foreign education agents, the Pakistan Medical and Dental Council (PMDC) has stepped in with a firm reminder: the rules for studying medicine and dentistry abroad have not changed — but ignoring them can cost students their entire careers.

In a fresh public notice, PMDC has reiterated the long-standing eligibility criteria for students seeking admission in foreign undergraduate medical and dental institutions. The move comes amid growing reports of parents being misled by unregistered consultants who promise “guaranteed admissions” without explaining whether those degrees will ever be recognized in Pakistan.

PMDC officials stress that the purpose of this reminder is not to introduce new restrictions, but to protect students from deception. For years, these standards have existed under PMDC regulations, yet many students discover too late that their foreign institution does not meet Pakistan’s licensing requirements.

Under the reiterated framework, a student must have passed F.Sc (Pre-Medical) or an equivalent qualification with at least 60 percent marks. In addition, candidates must obtain at least 50 percent marks in MDCAT conducted in Pakistan or an equivalent examination from abroad, as recognized under PMDC policy.

The council has again emphasized that students planning to study abroad must strictly follow PMDC’s criteria, including mandatory online registration to remain eligible for the National Registration Examination under the PMDC Act, 2022, and for the issuance of provisional registration in Pakistan.

For foreign graduates, PMDC clarified that eligibility to appear in the National Registration Examination depends on two key requirements:

Recognition of the institution by the relevant foreign regulatory authority, and
Accreditation by the Educational Commission for Foreign Medical Graduates (ECFMG).

Students have been advised to personally verify the recognition status of their chosen institution on the website, rather than relying on private agents. Furthermore, official regulatory updates and guidance are available at www.pmdc.pk.

Education analysts say PMDC’s renewed warning reflects an alarming trend: students spending millions of rupees on degrees from institutions abroad that later turn out to be unrecognized. In many cases, families only learn the truth after graduation, when their children are declared ineligible for licensing exams in Pakistan.

By restating its criteria, PMDC aims to curb the influence of what many describe as a “foreign education consultant mafia” that exploits students’ ambitions and parents’ trust. The regulator’s message is clear: admission abroad without PMDC-compliant eligibility is not an opportunity — it is a risk.

For aspiring doctors and dentists, the safest path remains unchanged: meet PMDC’s academic standards, verify the institution’s recognition status, and register through official channels. Anything less could mean years of study with no right to practice at home.
